About the City Clerk
The municipal clerk is one of the most time-honored offices in government. The first impression of local government is a visit to the City Clerk’s office, which serves as a point of contact and source of information for its residents, businesses, and the general public. The City Clerk is appointed by the City Council and exercises the powers and duties as prescribed by law, and as assigned by the City Council, including:
- Administering all elections for federal, state, and city governments and the school board, including issuing absent voter ballots, receiving and verifying nominating petitions for local offices and proposals, and training election workers
- Serving as Chair of the Election Commission
- Serving as the Freedom of Information Coordinator
- Registering voters
- Preparing and posting meeting agendas for City Council, committees, and commissions in accordance with the Open Meetings Act
- Recording and preserving official minutes of the City Council, committees, and commissions
- Serving as custodian of city records
- Serving as custodian of the city seal
- Publishing public notices
- Publishing and conducting bid openings
- Providing new resident information
- Processing licenses required by city code, such as business licenses, dog/cat/animal licenses, parades/fun runs, snow removal, solicitors, commercial valet parking, tree trimming/removal, vendor/peddlers, charitable solicitations, and outdoor cafes. NOTE: permits are NOT required for garage sales (see signage requirements).
- Providing notary services Monday - Friday from 8:30 am -4:30 pm
